Empowerment of Panchayats

The Central Government provides funds to the State Governments under the Backward Regions Grant Fund (BRGF) to redress regional imbalances in development of 250 backward districts in the country. The strategy aims at promoting the performance and capacity of Panchayats, in planning, decision, making, implementation and monitoring. In addition to the BRGF, the following schemes for empowerment of Panchayats are being implemented:

• Rashtriya Gram Swaraj Yojana: Funds are released to States for training and capacity building of Panchayati Raj Institutions in districts uncovered by the BRGF.

• Rural Business Hubs: This Scheme aims to assist the Panchayats to empower rural labour productivity by providing forward backward linkages with technical assistance in Public-Private-Partnership.

• Panchayat Manila`Evam Yuva Shakti Abhiyan:. It aims to enable women and youth Panchayat leaders to come together to articulate their problems as women Panchayat Leaders.

• E-Panchayat: For computerizing the databases, accounts and other functions of the Gram Panchayats for accountability and transparency.

• Panchayat Empowerment & Accountability Incentive Scheme: To recognize and incentivize the efforts of Panchayats with respect to transparency, accountability and efficiency and of States with respect to devolution of funds, functions and functionaries to Panchayats.

India emerges as a strong investment destination at WEF meet

As the annual World Economic Forum summit heads for close on Sunday, the India story has emerged even stronger with the business world appreciating the country's fine balance between democratic processes and economic growth.

A few even foresee the possibility of the country hosting a Davos-level congregation of the world's rich and powerful at some point in the future.
The votaries of the Indian growth story include the likes of global rating agency S&P, which not long ago faced the ire of the US administration for downgrade of America's top-notch sovereign creditworthiness rating.
S&P President Douglas Peterson said that the agency has an investment grade rating on India, with a stable outlook and the country is more likely to improve further on this.
Brushing aside the concerns of slow reforms and the perceived notion of 'policy-paralysis', he said, "In a democracy, the policies are made after a prolonged dialogue and that is indeed a healthy practise."
Apparently, impressed with the positive discussions about India, Peterson went on to say that it was quite a refreshing change that the talks have moved away from the European crisis to India at Davos.
Still, India on its part reaffirmed its commitment to the economic reform agenda.
Commerce and Industry Minister Anand Sharma said reforms would certainly take place and even the much-talked about FDI decision for retail was only on a pause and not a reversal.
"And, remember that a pause cannot be for a long time," he said.
Senior industrialist and Bharat Forge group chief Baba Kalyani said that India can certainly grow by 8 per cent.
Kalyani said, "We have managed even bigger challenges in past and there should be no doubt that we would not be able to tackle the prevailing challenges".
Although a vocal opponent of India's stand at WTO negotiations, US Trade Representative Ron Kirk said the US does not consider India as an emerging market and perception in the US is that Indian can do whatever job the American can.
"They can make their own iPads and do much more, while seeking to assert his point that India was much more than just an emerging market," he said.
Barry Eichengreen, Professor of Economics and Political Science at University of California, said India can grow by 8 per cent over the next 5-10 years, if it gets certain things right.
"But that would require certain policies and buffer against external shocks, it would have to work on expanding its manufacturing growth. The services sector is doing great in India, but it would need to do something similar to China on manufacturing," he noted.
Consultancy giant PwC's India Chairman Deepak Kapoor said the global economic slowdown should not be seen as a concern for India.
"It is rather an opportunity. My sense is that India would become a large player in global M&A scene. Indian entrepreneurs are very smart and they know how to take advantage of the prevailing economic conditions," he said, while noting many Indian companies sold assets just before the global crisis of 2008-09, and many are now looking to acquire assets abroad to take advantage of distressed valuations.
There have been concerns about the impact of European crisis, but there is almost an unanimity that India would be able to weather the storm in an easier way than many others.
Industry chamber CII's Chandrajit Banerjee said India will be affected if there is crisis anywhere.

Philippines underground river named new wonder of nature

An underground river in the western Philippines was confirmed to be among the world’s new seven wonders of nature, the head of a global competition said on January 28.
The Puerto Princesa Underground River in Palawan province is the second of the new seven wonders of nature to be confirmed after provisional results were announced last November.
Bernard Weber, founder and president of the New7Wonders, announced the confirmation in Manila and hailed the support for the nomination in the global competition.
“Today’s confirmation is the well-earned reward for (the Filipino people’s) extraordinary display of enthusiasm,” he said.
Presidential spokesman Edwin Lacierda said the campaign has raised awareness about the river, where visitor arrivals have “increased tremendously.” “This is proof positive of how effective a national effort of this sort can be, to build awareness, express pride, and achieve results,” he added.
The 8.2-kilometre navigable underground river is the world’s longest. The Geneva-based New7Wonders earlier confirmed Jeju Island as one of the winners of the competition. The other five provisional winners — the Amazon, Halong Bay, Iguazu Falls, Komodo and Table Mountain — are now undergoing the final verification process for their confirmation.

Clinical Australia whitewashes hapless India


India slumped to their second successive overseas series whitewash after losing the fourth and final Test against Australia by a humiliating 298 runs Adelaide on January 28.
Chasing 500 for a win, India were bundled out for 201 runs in 69.4 overs in their second innings. Australia won the Test series 4-0 after having scored comprehensive wins in the previous three games. India, thus, suffered their eighth straight overseas defeat after having whitewashed 0-4 in England last year.
Resuming at 166 for six, the Indians lasted almost an hour and 13-odd overs during, which they added 35 runs before being bowled out for 201, handing Australia a clean sweep in the series. The sight of Indian tailenders prompted Australian captain Michael Clarke to start the proceedings with his faster bowlers and they responded to his skipper’s call by removing the two overnight batsmen Ishant Sharma (2) and Wriddhiman Saha (3) in the first three overs of the day.
Ishant was the first to depart, poking at a Ryan Harris delivery, which wicketkeeper Brad Haddin had no problem in pouncing. Next over, Saha followed suit in identical fashion, caught by Haddin off Peter Siddle.
Zaheer, unlike his previous innings in the series, seemed determined to spent time at the crease rather than flashing at every delivery. He batted for 18 balls, from which he scored 15 runs with the help of four boundaries before Ben Hilfenhaus sent him packing.
Zaheer lobbed a simple catch to David Warner in the covers while trying to pull a short delivery off Hilfenhaus. Umesh Yadav was the last wicket to fall, handing Haddin his third catch of the morning off Nathan Lyon’s bowling.
Ravichandran Ashwin remained unbeaten for India on 15, which came off 31 balls. Off-spinner Lyon turned out to be the best bowler for Australia, finishing with impressive figures of four for 63, while Harris picked up three wickets for 41 runs.

Olympics organisers not to drop Dow sponsorship


The organisers of the London Olympics have ruled out scrapping their controversial sponsorship deal with Dow Chemical even as pressure mounted with more MPs demanding an audit of the process by which the company was handed the £7 million contract to supply a fabric wrap for the Olympic stadium in east London despite protests over its links with the Bhopal gas disaster.
Paul Deighton, chief executive of the London Organising Committee of the Olympic Games (LOCOG), on Friday insisted that the deal would go ahead notwithstanding the growing pressure following the resignation of the environmentalist Meredith Alexander from the Games' ethics watchdog accusing the organisers of behaving like “apologists” for Dow.
Mr. Deighton said: “It is absolutely her right to make her point about how she feels about the victims of Bhopal. We fully respect her. She is one of 12 people who signed off on our process for choosing Dow to provide the wrap — so we carry on. I think that it is great that we have got this independent function to oversee so all this is washed through transparently. I think that is fine but we are moving on.”
The 12-member Commission was set up to monitor and ensure that the London Olympics met its commitment to deliver the most sustainable Games ever but its credibility is being questioned after it agreed to endorse the deal.
As protests grew, Tessa Jowell, Labour MP and shadow Olympics Minister, called for an audit of the process by which Dow was picked up for the sponsorship.
“I have called for an audit of the steps taken that led the Commission for a Sustainable London 2012 to recommend to LOCOG that Dow Chemical's sponsorship of the wrap was consistent with the high sustainability aims that we set for 2012. We also need to understand what the role of other commissioners was in the process, which reached that conclusion. We need a solution not a row. Dow Chemical needs to understand the seriousness with which people take the continuing situation in Bhopal following the tragic disaster in 1984. I will do everything I can to make sure this issue does not overshadow the Games. There is still time for a solution to be found,” she said.
Keith Vaz, MP and chairman of parliament's home select committee, said it was “completely unacceptable” that a company with an “appalling” human rights record should be associated with the Games.
“Meredith Alexander's resignation was brave and principled. It is completely unacceptable that a supposedly sustainable Olympic Games is taking sponsorship from a company with as appalling a human rights and environmental record as Dow's. I hope LOCOG and the Commission for a Sustainable London 2012 will now see that it is untenable for Dow's sponsorship to continue. The fact Ms. Alexander felt it necessary to resign has brought the Commission's credibility into question. It will remain so as long as Dow remains a sponsor of London 2012.”
Besides the £7 million wrap deal, Dow has a 10-year sponsorship arrangement with the International Olympic Committee estimated to be worth at least £100 million.
Dow, which bought the Bhopal plant from Union Carbide after the gas tragedy, denies any liability. The Games' organisers insist that the decision to award the sponsorship to Dow was taken after “very carefully” considering all the issues.

Rangarajan heads expert panel on sugar sector

Prime Minister Manmohan Singh has constituted an Expert Committee to look into all the issues relating to ‘de-regulation' of the sugar sector.
Headed by C. Rangarajan, Chairman of the Economic Advisory Council to the Prime Minister, the Committee has been requested to complete its task as early as possible and give its recommendations to the Prime Minister.
The sugar industry has been demanding de-control of the sector on the plea that the mandatory requirement of selling 10 per cent of production at below-cost rates for supply to the ration shops is crippling it.
Another key demand is to do away with the system under which the Food Ministry decides on the quantity of the sugar that can be sold in the open market every month. According to industry estimates, mills incur a loss of about Rs. 2,500-3,000 crore on account of the levy obligation.

Indian-origin MP to head German parliamentary panel on racist murders

Indian-origin MP in Germany Sebastian Edathy will head a parliamentary inquiry committee that will investigate the racist-motivated murders across the country by a neo-Nazi cell evading detection for more than a decade.
In a rare show of unity, all parties' representatives in Bundestag, lower house of Parliament, voted unanimously for the setting up of the 11-member committee on Thursday.
The committee will probe why intelligence agencies and security authorities failed to prevent the murder of nine Turkish and Greek entrepreneurs and a woman police officer between 2000 and 2007.
It is expected to reveal how the right extremist group, National Socialist Underground (NSU), could operate undetected from its base in the eastern State of Thuringia. It will also try to unravel the structure of the neo-Nazi cell and to establish whether the cell received any support from members of intelligence services.
Restoring confidence
The panel would do everything to restore public confidence in the constitutional State, which was shaken by revelations that the cell unleashed its terror without being detected for such a long period, Mr. Edathy told Bundestag during a debate before the vote.
Its main goal was to make sure that such crimes did not happen again. Unlike in former parliamentary inquiries, there would be no conflict among the political parties this time because they were united in their fight against right- wing extremism, he said.
It will be the highest assignment in the political career of Mr. Edathy, who became a Social Democratic Party (SPD) member of Bundestag in 1998.
Born on September 5 1969 in Hannover as the son of a migrant from Kerala and a German mother, Sebastian Edathyparambil had a rapid rise in the SPD since joining the party in 1990.

UN launches tree plantation campaign in Pakistan

The UN has launched a tree plantation campaign in Pakistan's flood-hit areas and plans to plant 200,000 trees in 400 villages.

The campaign is part of an initiative by the UN Human Settlements Programme or the UN-Habitat. It is the UN's agency for human settlements aimed at promoting socially and environmentally sustainable towns with the goal of providing adequate shelter for all.

As many as 30,000 families across the country will take part in the 45-day plantation campaign, the Online news agency reported.

The agency said that as part of the reconstruction and rehabilitation process after the floods of 2010 and 2011, trees were being cut from forests and there were no plans of reforestation.

Families in the affected areas, besides using timber for shelter construction, use them as fodder for animals and the wood as fuel.

The agency is trying to mobilise the affected communities to plant trees at places such as the kitchen gardens, schools, mosques, or community land.

Social Security Schemes for Landless Agricultural Labourers

With a view to providing social security to unorganised workers, including landless agricultural labourers, the Government has enacted the Unorganised Workers’ Social Security Act, 2008. The Act provides for constitution of National Social Security Board to recommend social security schemes viz. life and disability cover, health maternity benefits, old age protection and any other benefit as may be determined by the Government for unorganized workers.

The Government has taken the following initiatives for unorganised workers, including landless agricultural workers.

The “Aam Admi Bima Yojana” providing for death and disability cover to rural landless households between the age group of the 18 to 59 years, with effect from 02.10.2007.

The Rashtriya Bima Yojana for BPL families (a unit of five) in unorganized sector on 01.10.2007. The scheme providing for smart card based cashless health insurance cover of Rs. 30,000/- per family per annum on a family floater basis became operational from 01.04.2008.

Indira Gandhi National Old Age Pension Scheme provides for old age pension of Rs. 200/- per month to persons above the age of 60 years and for the persons above the age of 80 years the amount of pension has been raised to Rs. 500/- per month.

Road Map for KVIC in XII Plan

One of the most significant aspects of Khadi and Village Industries (KVI) in Indian economy is that it provides sustainable employment to rural artisans.  The Working Group on Micro, Small & Medium Enterprises Growth for 12th Five Year Plan (2012-2017) has recommended a road map for projecting Khadi as well as Village Industries  as pure, ethnic and environment friendly products in the global market.
To realize the growth potential of KVI sector, it is necessary that production, value addition and sale grow sustainably. The XII plan approach paper  requires that manufacturing sector grows at 11-12% annually and an overall growth of 9-10% is realized. Accordingly, keeping an eye on the sectoral growth potential and the requirement of plan mandate, a growth of 13% has been envisaged for khadi and village industries production (khadi-11%, village industries-13%). During the first four years of XI plan period, KVI production has grown 9.1% annually.
Value addition is taken as a major thrust area in order to make khadi activities attractive and economically viable.  KVIC had set an objective of achieving 70% value addition. This will need to be enhanced to at least 100% and will need to be monitored through an appropriate measurement mechanism.
Major thrust area of value addition in khadi have been identified as:-
  • Focusing on eco-friendly and natural products of the sector.
  • Identification and development of heritage village covering KVI activities.
  • Integrated inputs relating to credit, technology, marketing intervention, capacity building, innovations, skill development, infrastructure support, etc. to be provided under cluster approach.
  • Identification of surplus land with KVIC and KVI Institutions and work out action plan for effective utilization of land.  
  • Innovations in design, technology product development and processes.
  • Developing KVI products for users of all age group.
  • Introducing interventions and promotional measures to increase the market share of KVI products to provide more employment opportunities for rural folk. 
  • Make departmental sales outlets and Central Sliver Plants vibrant and centers for generating surplus.

The proposal includes recognizing khadi activities as work of art and khadi artisans as artists. The existing Market Development Assistance (MDA) scheme provides for 25% share for artisans as additional incentive in the MDA on khadi production. Such incentive will be continued under modified MDA.
Propagation of Indian khadi will be made more focussed in terms of its eco-friendliness, bio-degradability, ready availability, and its unique character of an exquisite heritage product, ethnic, hand-woven and humane.
Special thrust will be given on KVI export through enhanced participation in international exhibitions, business delegations and buyer-seller meet and also through special promotional events abroad.
Action will be ensured on time-bound priority apropos Khadi Mark to develop it as an authentic mark of purity and genuineness of khadi. Existing khadi certification regulations are already being revised to provide for Khadi Mark.  There will be independent third party validation of genuineness for issuing and renewal of Khadi Mark.
Mahatma Gandhi Institute for Rural Industrialisation (MGIRI) will be developed during the XII plan as a centre of excellence in rural industrialization by strengthening and expansion of the interface with reputed technological institutions, nurturing innovative ideas in rural industrialization, development of products/processes and technology dissemination providing quality testing and guidance to rural enterprise.  
A cluster based scheme named SFURTI was launched during 2005-06 and was mostly implemented during the XI plan period in 29 khadi and 50 village industries clusters. External evaluation study has been conducted in respect of KVI clusters and the results are encouraging. It is proposed to take up  915 KVI clusters with enhanced quantum of grants under a scheme with a proposed outlay of Rs. 1000 crore.
Prime Ministers Employment Generation Programme (PMEGP) has created new hopes among youth, particularly the educated unemployed, of becoming entrepreneurs themselves. It is proposed to upscale the scheme for creation of jobs in manufacturing sector with enhanced  project cost ceiling (but reduced subsidy for bigger projects).  A tentative outlay of Rs.9700 crore including Rs. 9200 crore as margin money subsidy and Rs. 500 crore as backward and forward linkage component has been proposed for creation of 32 lakh employment opportunities through creation of 4 lakh micro enterprises during XII plan.   
Existing Schemes that are proposed to be continued in the XII Plan are - PMEGP, KRDP, MGIRI, ISEC, MDA , JBY and SFURTI.
New scheme that are proposed to be introduced in the XII Plan - Scheme for KVI/CBC Loan Waiver/Settlement – this is for write off of old loans by a one-time waiver/settlement. A tentative outlay of Rs 300 crore has been proposed for a proposed write off/settlement in respect of pre-CBC and CBC loans so that the institutions could start their operation afresh with a clean slate.
